Shihan Oscan N. Obsioma is a Filipino karateka and an instructor affiliated with the Japan Karate Association (JKA). He was among the first students of Masanori Takahashi Shihan when the first JKA dojo was established in Cebu City. Obsioma was the first Filipino karateka to pass the shodan (1st-degree black belt) test under Takahashi Shihan, Noguchi Shihan, and Nishimoto Shihan.
He holds an International JKA Certified sandan (3rd-degree black belt) and is a JKA Lifetime Member. Obsioma has competed in national and international karate tournaments and has received multiple accolades. He has also contributed to the expansion of JKA chapters across the Philippines, promoting karate within various communities.
As the Chief Instructor of JKA Philippines, he plays a role in preserving and promoting traditional Shotokan karate in the country.
Achievements
[edit]- 1974 – Placed 2nd runner-up at the First World Invitational Goodwill Karate Tournament in Cebu, competing against JKA Senseis Masahiko Tanaka and Yoshiharu Osaka.

- Won the championship at the First National Karate Championship in Manila.
- Placed 3rd runner-up at the Third World Karate Championship in Long Beach, California, United States.
- Served as team captain of the Philippine team in a dual meet against the Republic of China in Taipei, Taiwan.
- Led the Philippine team in a match against the California State Champions in Oakland, California, United States.
- 1976 – Placed 2nd runner-up at the Second National Karate Championship in Davao City.
- 1977 – Served as team captain of the Philippine team at the Fourth World Karate Championship, held at Budokan Hall, Tokyo, Japan, competing under competitor registration number 88.
- 1979 – Led the Philippine team as captain at the ASEAN Karate Tournament in Manila.
- 1980 – Won the championship at the Sixth National Karate Championship in Cebu City.
- 1981 – Placed 1st runner-up at the Seventh National Karate Championship in Legazpi City, Albay.
