First and foremost, the article is a blatant copyvio. That being said, the editor keeps removing the speedy tag. The article is also not in English and will never have value as-is. If anything, this should be userfied until the guy can translate it and remove the copyvio. I imagine someone will say "speedy" on this and I agree.
